Build: Average build, not fat but mostly normal with slight muscle tone. Nothing impressive. Vernon's legs are average while his arms and torso seem to be a bit long for his body. He seems as thought he could have been attractive.
Hair: Sandy Blonde, goes grey at 30 due to Harry's presence.
Face & Complexion: Complexion is clear and his face is normally a decent shade of peache but turns an awful purple red when he begins to get upset. It's obvious that he's high-strung and has high blood pressure, even as a thin man.
Defining Marks: He has none.
Manner of Speech: Clear, sharp and to the point. He doesn't slur over his words and he makes sure than anything he says is heard, no matter how hurtful or rude it may seem, however, he takes on a cheery tone if around those above him.
Manner of Movement: It depends now, when he was overweight he would often waddle around with a sluggish crawl. Now that he's thin again he's actively moving unless he's reading or doing some other activity that involves movement. He tends to stride with arrogance and pride.

House: He never attended, he'll have to be pushed into the school. However, if I picked a house and blood didn't matter? I'd say Slytherin. His values are similar to purebloods with the exception of being a muggle.

Personality

Goals/Dreams: He's simple. Buy a vacation house, live his life without any gibberish or nonse and keep his family as far away from magic as possible. He's like to become president of Grunnings, the firm that sells drills.
Quirks/Habits You're a mean one, Mr. Grinch, you really are a heel. You're as cuddly as a cactus, as charming as an eel. That's Vernon Dursley for you, he likes doing things just to make others miserable. That's his good day, if he thinks you are having a good day, he'll make it worse. The only exception to this is those above him, Wizards, Petunia and Dudley. Otherwise, he's there just to ruin it for anyone whose not him. He's competetive and ambitious, he does things for his own good and for no one else. He's walked to the beat of his own drum and he knows it will get him somewhere in his life. He's the boss that you are scared to talk to, he might fire you.

He has very many habits, he eats when he's bored, however, he gets mad at himself because he knew what happened to his body. He often tries to starve himself now that he's thin again, he's afraid to gain any weight and doesn't because he wants to work it off. He's very obsessive about the way things are and if they are not sitting right, perfect and looking clean he's angry. His worst habit is his appearance, he obsesses over how he looks and holds high regards to what people drive, how they dress and how much money they have. In fact, when he gets a new company car himself, he stands out in the driveway with his wife and son exclaiming about how wonderful it is, all in voices loud enough so that the neighbors will hear and envy him.

We could say that the magic part of him is out of control, he refuses to acknowledge it. He won't give a wand a wave until someone convinces him that this isn't a bunch of nonsense.

Likes: One could describe him as the polar opposite of a pureblood wizard; a pureblooded muggle. He's proud to be a muggle and away from the heritage of floating things about and talking funny words. He finds great joy in sucking up to his bosses' and trying to impress them with the things he wants and his son. He also likes having things and being better than everyone around him, he's just a jerk and likes to be that way, thank you very much. He also likes candy, food, ice cream, cake, Petunia and his son. He also likes it when things go his way.
Dislikes: Nonsense, Tom foolery, weirdness, funny-business and anything that is out of the normal or bland. He dislikes anything that goes against the normal way of life. He wants to stay ignorant to whatever he dislikes or make it stop in a way. He's sort of a control-freak that way, he acts out if something is beyond his control and usually does nasty things until the situation is under control.

Romantic

Marital Status: Married, Petunia Evans.
Sexual Preference: Straight, he's straighter than a broom. He loves Petunia and only cares for her well being, he'd do anything for her and he weakens to her needs.
Past Relationships: None, only Petunia.
Present Relationships: None, currently, but he's missing his wife.

In fact, he was about as Muggle as a person can get.

What's to say about Vernon Dursley? He's a business man's man, through and through. He wasn't always the hefty, mustached man and rude man that he appeared to be. Vernon didn't start that until he was well into his late twenties and Harry Potter came into his house with his talks of broomsticks, owls and the nonsense of it all.

Vernon was brought up by both of his rich parents and his sister Marjorie, who was always hefty, quite prudent and snarky. The boy was brought up on everything he could have, we could call him something similar to Tom Riddle, only less arrogant in his youth. Vernon was a far diluted form of Dudley as a child, begging and whining for things but when he was reminded of how disrespect and nonsensical it all sounded he would shush. Vernon was always a very clever young man who believed that he could get his way by being a proper student and abiding by the rules, this very behavior is what got him into Smeltings along with his parents money. He stayed in the school until he left, turning into a somewhat snotty teenager who would be equivalent to, let's say, Tom Riddle Sr.

He, at the time, was good looking had a job nearly out of school and met Petunia at a simple little cafe in London. He thought that she was wonderful and above all, the most beautiful girl that he'd ever seen. That became his goal shortly after joining up with the Drill company as a seller. Vernon spent his entire life making a wealthy living off of it and when he believed he was ready to make a home, he married Petunia and had a son with him. Only then did he realize that his life would continue to go up hill business-wise and downhill in his home.

On the night that the Potters were killed, Harry was left at their doorstep and he found out about all the "magic" and "freakish" ways. Petunia had kept the secret from him and was determined to snap at him whenever he suggested to throw the boy in an orphanage. To put it bluntly, he didn't want to have to take care of another mouth or raise another boy, especially not one who wasn't his own. This nonsense is what started the weight gain in his life, by the time he was approaching thirty he was already two-hundred and fifty pounds from eating when he was nervous. Vernon raised Harry and Dudley, but often made Harry go without due to never having loved or cared for him in anyway. He found Dudley to be his only focus and raised him, spoiling him rotten and having Petunia snap at him for trying to tell Dudley when he was doing something bad.

I'd like to say more about his relationship with Harry, but it was not loving nor caring. The relationship was just bland and boring with no support. I'd like to think that of anyone Harry met Vernon probably made the biggest impact as he was horrid to Harry and kept him extremely humble. When Vernon found out about Harry's situation, he was more afraid for his life and only gained more weight as he started looking like a StayPuff Marshmallow Man. The only time that he felt truly free from all the owls, magic and nonsense was when Harry was at school but he HATED it when he did go because it was always a trouble for him. Always something crazy happened right before he went to school and he was over it.

The last year of Harry's housing in the Dursley House was spent with Vernon hardly snapping at him and thinking he was trying to steal the house. However, he'd grown protective over Harry in the years he spent and would always make excuses to stay with him, but he'd fall apart when magic would take it's course in his home and when he was finally taken from his home, he was upset. Vernon worried himself silly while he stayed hidden in Grimmauld Place, being protected. It actually caused him to lose fifty pounds over the course of the year, it might not be much but his health was going to go if he didn't lose some weight anyways. After that, Vernon never heard from Harry again and his life was complete. He bought that house in in Majorca, and keeping anything remotely associated with magic away from his home and his family.

Vernon's life ended early for a man of fifty-six, he had a heart attack from being overweight. It was sad to Petunia and to Dudley, I'd like to think Harry went to the funeral but maybe he didn't.

Now that he's back and has magic, he's distraught. He hates it and often tries to do crazy things to get rid of it, he'd probably refuse to learn magic to save himself. He's still as stubborn as ever and hates magic, even though he has to cope with it. He's definitely on the Goverment's side and if possible, he'd use his powers and shun the world back.
